Biography of Brig. Rtd. Julius Maada Wonie Bio, President of the Republic of Sierra Leone Supreme Head of State and Grand Commander of the Order of the Republic Commander-in-Chief of the Armed Forces Fountain Head of Unity, Honour, Freedom, and Justice

On May 12th, 2018 H.E. Julius Maada Wonie Bio was inaugurated as the 5th President of the Republic of Sierra Leone.

Born on May 12th, 1964 in Tihun, Sogbini Chiefdom, Bonthe District, Julius Maada Wonie Bio is one of 35 children born to Paramount Chief Charlie Wonie Bio II, Sogbini Chiefdom. H.E. President Bio completed his primary, secondary and undergraduate education in Sierra Leone. Always driven by a passion to serve his country, H.E. President Bio started his illustrious public service journey as a school teacher before joining the Sierra Leone Army where he rose through the ranks as Brigadier. He previously served as Chief Secretary of State, Chief of Defense Staff, Minister of Information, Minister of Marine Resources, Deputy Head of State, and ultimately as Head of State of Sierra Leone from January to March 1996. As Head of State, President Bio presided over the conduct of the first democratic elections in Sierra Leone in nearly three decades. In Sierra Leone, Julius Maada Wonie Bio is popularly referred to as the “Father of Democracy” because of his outstanding contribution towards the restoration of democracy and attainment of peace in Sierra Leone. President Bio is a well-known Philanthropist and Humanitarian through the work of the Maada and Fatima Bio Foundation. The Foundation donated food and other items to victims and families affected by the 2014 Ebola outbreak in Sierra Leone and during the environmental disasters of 2015. Most recently, he was a Senior Research Fellow at the University of Bradford, United Kingdom, pursuing a doctorate programme in Peace Studies. H.E. President Bio credits his, Mamie Amie, as the person from whom he acquired all his driving principles in life – calmness, hard worker, and a staunch believer in God.

Background

In 2010, the former Government separated the Ministry of Political Affairs from the Ministry of Marines and Mineral Resources; Its main objective was to set up a Ministry that will serve as a channel through which the citizenry would directly interface with the Government.  The Ministry was mandated to take the entire machinery of government to the people and allow them to weigh in on the activities of government. This is part of the Ministry’s commitment to enhance good governance; to uphold democracy and to sustain our hard earned  peace, unity and socio-economic development. We have made good progress in this direction and the Ministry is heartened by the proactiveness of the leadership in identifying and sometimes in responding to public concerns.The Ministry’s public engagement and campaigns are contributing in no small measure in creating a well-informed citizenry. It is a commitment that we cherish and one that we will continue to hold dear and pursue in the public interest. The Ministry of Political and Public Affairs’ (MPPA) website could not have come at a better time. It comes at a time when we as a Government, need all hands on deck in making our policies reach every citizen in every corner of the country and the world at large. It is an action that is consistent with the Ministry’s determination to holistically migrate the work of all Ministries, Departments and Agencies (MDAs) to the e-government platform; the MPPA has taken this important first step toward that overall goal by establishing an official website. This website will provide Sierra Leoneans and outsiders the platform on which they could access and interact with the Ministry and by extension, the government. It will provide transparency and serve as a platform by which the public could hold the ministry accountable on its activities based on its own vision and mission. Policy Objectives

  • To serve as liaison between the Executive and Parliament.
  • To monitor progress of the Executive’s legislative programmes in Parliament.
  • To maintain contacts with the public, traditional rulers, political; parties, interest and pressure groups in society.
  • To identify issues of national concern as and when necessary and encourage public debates on such issues.
  • To monitor public opinion on political and other related matters vis-à-vis the performance of government.
  • To propagate the political programmes of government.
  • To liaise between government and the public.
  • To channel public complaints, appeals and representations to the office of the President.

In implementing its policy objectives, the Ministry of Political and Public Affairs (MPPA) and its Agencies are identifying and monitoring public opinion on political and other related matters.
